Doug Heard, then working on marmots, drafted a proposal to the International Biological Programme (IBP).

The proposal was endorsed by Jim Pojar and Bristol Foster of the newly-formed BC Ecological Reserves Unit.

The size of the proposed area was 526 ha, and included Gemini Peak (north arm) and Butler Peak (west arm).

By this time the Green Mtn. ski-hill was in full operation.
